Belmont County Road 5 (Glencoe St. Clairsville Road) is open to all traffic at a location 0.1 miles south of Richland Township Road 257 (Garrett Hill Road) as of 3:30 PM on April 22, 2014.

The road was closed for a culvert replacement.
