Belmont County Highway 4 (Willow Grove Road) will be open to all traffic at 4:30 P.M. today (February 24, 2016) at a location between Ebberts Road (Richland Township Road 219) and Jungle Inn Road (Richland Township Road 1247)

The road was closed for a slip repair project.
